Papyrus’s biggest motivation is his loneliness.
It’s his entire arc in undertale- he wants to join the royal guard, so that he’ll become popular, so that he’ll have friends. He has Undyne, but she’s his boss who lies to him. He has Flowey, but he’s. flowey. The people in Snowdin notice his absence after he’s been killed, but hardly any of them even say his name.
By the end of the true pacifist run, he still wants to be in the royal guard. He still wants to be popular. That part of him never really gets resolved. Maybe he feeks less lonely after being on the surface for a long time, or maybe he gets that popularity from being the mascot/ambassador of monsters, but either way that’s where his arc ends.
In deltarune, Papyrus is lonelier than ever.
His brother is running a grocery store by himself; he doesn’t need Papyrus to push him along. Alphys is leagues more confident, to the point of sending chocolates to Undyne, all on her own. The only actual evidence of Papyrus being slightly needed is that Undyne is bored, and that may well be solved by the dark world stuff.
Meanwhile, Papyrus is in a dark house in a town he just moved into, which he hasn’t left in days. He’s lonely to the point of Sans recruiting a highschooler to hang out with him as a favor.
According to Ralsei, the only way that darkners can feel fulfilled is by assisting lightners. They have to like them.
So, imagine a very, very lonely Papyrus discovers a world where everyone loves him.
And imagine its not enough.
So he makes another, and another, and another.
And he learns about the roaring.
And say, if that were to happen, somehow, who’s to say the titans can’t be defeated? And if he defeated them, and brought the light back himself, all while definitely not knowing what started the roaring in the first place…
Wouldn’t that make him popular?
