I think the answer is yes.
So sorry–but depending on the person they will not be able to actually be worth minimum wage in productivity.
If you disallow them from earning less than minimum wage they just won’t have jobs. Period.
The inclusion and participation of disabled people in that sector of society is important enough that we need to allow them to be paid less if it means they gain employment.

A person with learning disabilities can scrub a toilet as well as an able bodied person. In fact, many people with learning disabilities work HARDER and are MORE PRODUCTIVE than abled bodied people.
And even if they have a more extreme learning problem, there is a job somewhere they can do.
Saying that someone with a disability doesn’t have to be paid minimum is a dangerous dangerous slope.
What is a learning disability?
ADHD is a learning disability in some cases. They may seem perfectly able bodied but suddenly they are getting their pay docked because some greedy corporate ceo is saying that they have a learning disability.
It’s very very dangerous.
There are plenty of jobs that people can work. Someone with mental handicap can wrangle carts just as well as someone who has perfect mental health. They can be just as productive we often just don’t let them.
If they put in the same hours than they should get paid the same amount. No questions asked.
