I had this thought that what if Scepter 4 were some kind of government agency that runs heaven? It's full of all kinds of angels of different ranks and such. Fushimi is of course their only seraph which makes him super special. But no one really knows what kind of angel Munakata is. Turns out he's a one-winged angel but extremely powerful, probably the most of anyone, of course. And Fushimi swears to keep it a secret.

Of course the big question here is if Munakata is a one-winged angel does he have his own theme music XD Imagine S4 as this government agency of heaven but they’re disguised as a normal office. There are charms on the outside of the building that makes it seem like a regular office and also keep normal people from entering the building, like it keeps the building on the edge of their consciousness in such a way that even if someone were to think of entering they would forget that idea as soon as they got close. S4’s job is not only to keep order to heaven but also on earth as well, like imagine they handle escaped demons and denizens of the underworld who try to escape and cause chaos. There’s no way for a devil to get into the kingdom of heaven without appearing on earth first and so S4 is in a ‘last line of defense’ sort of position.

Munakata is the head of the agency and handles all of the day to day business, everyone’s aware that he’s both amazingly talented and super powerful but no one actually knows what sort of angel he is. S4 is broken up into different hierarchies of angels, like the ‘normal’ angels along with Archangels and Principalities are the support staff who never leave the building and handle record-keeping and such (save for one Cherub, Zenjoh, who works in the records office and no one knows why). The main combat staff are Dominions, Virtues and Powers, while the alphabet squad are all Thrones. Awashima is a Cherub and works as Munakata’s right hand but even she doesn’t know what order he belongs to.

Meanwhile Fushimi is their only Seraph and maybe he was even originally a fallen angel who was working with this group of demons that live on earth and fight against other demons that cause trouble in their territory. Fushimi hated that place and always felt that he didn’t belong, thinking that both heaven and hell are worthless until Munakata found him and raised him out of the dirt. It was due to Munakata’s insistence that Fushimi was able to become a Seraph and that’s actually how Fushimi knows that Munakata is a one-winged angel, because he saw Munakata’s true form when Munakata asked to have Fushimi made into a Seraph. Fushimi finds it pretty amusing actually, that this powerful seemingly perfect guy is actually something different from the rest of them entirely. Munakata has asked Fushimi to swear to secrecy, perhaps not entirely seriously, but Fushimi agrees because why not, I suppose I can keep your secret if it’s that important to you. Munakata appreciates that, he’s aware that many of his subordinates suspect that his true form is actually an angel made of hundreds of wings and glasses and he would hate to disappoint them that the reality is so mundane.
