I like that Oda added this entire sequence with Dadan and Garp, and it's honestly my favorite Dadan moment in the manga. She may have been kind of a shitty guardian, but at the end of the day she knew her boys and supports them wholeheartedly, which is something Garp was never able to do.
If you go back and look at this entire sequence of pages, Dadan is always presented as bigger and more imposing than Garp. She's right and they both know it, and in a reversal of their power dynamic all those years ago when the boys were foisted on her against her will, Garp has been made small while she towers over him, physically and morally.

6-year-old Souad has been anemic since birth, and starvation and disease due to the IOF assault have caused her severe additional health complications. In September she fell unconscious and was admitted to the hospital. She has since been comatose and fluid is building up around her brain.
Medical staff have worked very hard to reduce the swelling. But despite their efforts, Souad's brain is now hemorrhaging (bleeding). The swelling has been too persistent, and the pressure is rapidly bursting the cells of her brain, causing bleeding. This will kill her. Little Souad is dying.
She needs to be evacuated outside of Gaza, but this is extremely expensive. However, in addition to the high cost of the medical evacuation, her family is also forced to pay high medical fees to the private hospital which is caring for her. It is the only facility in Gaza with the capacity to slow the deterioration of her condition, and these bills must be paid for her to live long enough for evacuation. We are now raising funds to both support Suad’s immediate life-sustaining care, AND eventual medical evacuation.

But the war took everything from us… 💔
In a sudden bombing, my home was destroyed, and the place that once brought my family together became nothing but ruins. I lost several members of my family, and I, my wife, and my daughter were injured, leaving us with deep physical and emotional suffering.
After losing my home, my job, and my only source of income, I became unable to work because of my injuries. My responsibilities became greater than my ability to provide. Today, I live with my children in a small, worn-out tent ⛺ that does not protect us from the heat of the sun ☀️, the cold of winter ❄️, insects 🐜, or rats 🐭 that have become part of our daily struggle.
Even the little food we manage to get 🍞 does not remain safe for us, as the rats eat it, and my children cannot eat it afterward. We are living in extremely difficult conditions, trying only to survive through fear and hardship 💔.
The tent where we live is located near the yellow line, and we have nowhere else to go or a safe place to shelter. It breaks my heart to see my children suffering while I cannot provide what they need 😢.
