Just want to point out that the police are so corrupt that they use the authority and resources entrusted to them to manipulate municipal governments into never passing any type of policies which would even gradually reduce the amount of money flowing their way and that most city leadership is dominated by represenatives of the local aristocracy who have a deeply vested interest in preserving the capacity for the police to terrorize local communities so they can continue to act as their class's personal mercenary enforcers.
