who steals french fries off the other’s plate

Bel might point out what’s behind Sen and steals them when she’s looking at nothing behind her but some fries gone from her plate. On another hand, Sen would do that if that ten piece chicken nugget combo didn’t fill her up.

who jokingly moves in for the kiss when someone asks if they’re a couple

Bel would, but she’d go as far as a kiss on the cheek!

who has to bust or bail the other out of jail

neither because they’re broke af

Bel has those moments where she can be mature when she needs to be.

It would have to do, even if whatever noise she could make wasn’t quite what normally bothered him in the first place. (No; it was camaraderie, of accepting someone into his space and letting them in, even if only physically.) But there was far worse company to be had, and at the very least, she was promising to allow him at least this moment of quiet. 

Ookurikara accepted her with a curt nod and turned his gaze back to the darkening skies, watching the slow roll of the storm clouds before he finally decided to speak. “There’s doubtless going to be someone looking for you.” It wasn’t necessarily a request for her to leave–not really, not yet–but it was true.
