The reason why I’ve always found the whole argument that Ichigo and Rukia never said “I love you” to each other, hence ‘never thought of each other romantically’, amusing, is because from the very beginning, the two never needed words to be spoken between them. They always just knew.

And the perfect example of this was when Ichigo was going through that thing with Grand Fisher. Rukia never forced him to say anything, but she knew that it was affecting him greatly, and decided to wait for him to open up his heart to her by his own standards and in his own time.

And Ichigo took note of her actions and reflected it onto others (when he was having that talk with his dad).

Then there was the farewell. They could have said so many things, addressed the things that were left unsaid, but all it took was to look at each other and they knew it was enough.

It was always about “actions speak louder than words” between the two of them.
