In so far as our records reflect the names of the participants, there is nothing to indicate that either was in any way involved in the project.ā Carlucci was less than forthright. Indeed, by improperly spelling DeFreezeās name, he inserted a measure of plausible deniability. The CIA had not, as far as available records show, experimented on a man whose name was spelled āDeFreese.ā In his 1993 book, Vegas P.I., citing letters from DeFreeze himself, Headley and co-author William Hoffman wrote, āAccording to DeFreeze, in 1970, at Vacaville, he was recruited by an alleged CIA operative Colston Westbrook to lead a behavior-modification experimental unitā¦.
