Wanted to add some context to this cause I think the group that organizes emojis (and pretty much every letter of every language you see on the internet) is really neat!
Apple doesn't add new emojis on it's own. Instead, the Unicode Consortium (which Apple is a member of) accepts proposals for new emojis (from anyone, even you!) and then periodically releases a new version that Apple, Google, and other fonts providers implement.
This particular emoji comes from proposal L2/24-250 by Jennifer Daniel, who works at Google and is also the chair of the Emoji Subcommittee at the Unicode Consortium. I'd recommend taking a look at the proposal, it's pretty short and funnier than I expected! e.g.
According to her Wikipedia page she's one of the people directly responsible for a pretty impressive number of emoji, including ā§ļø.
One last note - because any emoji is just a regular character like "a" or "ö" or "䨻" there's no technical reason why a font couldn't just use the original image above. I don't have the FontForge skills to do it but I'm sure someone is already in the process of doing it :)
