Prey is such a funny video game because it has two moods, making you solve shit, and scaring you and then going 'ahaha come get me! come get me!' and it does both well
Like it's not an outright horror game that focuses on an oppressive atmosphere, on grotesque enemies. The first time you meet both the mimic and the phantom they are behind glass, reasonably safe to look at and admire for a short time. No horror medium gives you a long, decadent look at its monsters straight away, it's almost like trying to reassure you. It's okay. They look like this. Mimics stand up like people sometimes!
Some other typhon look unappealing but none are there to disgust you. It's pulpy. There's DnD character sheets scattered around you can find. There are transcribes detailing office romances and rivalries. There's a dude on record saying "getting my peepee slapped".
But then there are jumpscares. A few corpses seem to have scare chords in their vicinity but they don't really line up. There's one planted corpse that falls onto you when you open one door. Any time you're scared is more likely going to be due to emergent factors.
The end credits play to a funky tongue-in-cheek song while you watch the initial moments of the alien outbreak, your co-workers running for their lives to a background bop. When the game's scary, it's not trying to make you truly uncomfortable. It's playful and quick like a friend trying out a mischevious prank.
The scary elements are more there to support just... a fun experience. It demands you logically consider your strategy while holding on to the expectation of throwing a curveball. Prey is like Sans endlessly stacking hotdogs on your head. It's self-aware. It's not like Bioshock's theme of tragedy, of something special and beautiful lost to hubris - Talos 1 wraps itself around the game experience, shunting from shock and awe to familiar vignettes. It's maudlin like Halden Graves discovering he had unwittingly implanted alien cells into his brain and attempting self-surgery in a panic. One second later you can transform yourself into his coffee cup and roll around the floor of his office.
Look at the Nightmare's tiny stupid little ass.
Some phantom doodles
