Based on the supplied information, it's very difficult to draw any firm conclusions as every instance is highly specialized. I know some places where a fist fight is just a cultural norm but they rarely spiral. Then there are other places where when fists fly, it always escalates rapidly. My friend went to Mongolia and got tackled by a random guy in a restaurant. But there, wrestling is cultural. (My friend was fine. He's used to it) So punishing someone can be highly situational depending on context, culture, escalation, and crime. I know one kid who was in Juvi who got bagged for drug crimes on the way to go report the found drugs to the principal. But I am happy to see the topic arrive at the front of conversions now.
