A Dominican woman of African-American descent in Samaná, Dominican Republic

Samaná is both a province and peninsula of the Dominican Republic. Up until the latter half of the eighteenth century it was virtually uninhabited, with the exception of Maroon settlements and occasional raids from British and French pirates. In 1756 the Spanish colonial powers attempted to settle the area with Canarian Spanish immigrants, as an ploy to stop defend the area from further French and English settlement. The immigrants were few, however they ended up finding the first city on the peninsula known as Santa Barbara de Samaná. Nonetheless, the pirates remained an issue for decades to come, which kept Spanish settlement at a lower rate than other parts of the island.

In the nineteenth century the Dominican Republic was invaded by Haiti, then a newly freed-black republic. Many pro-black immigration policies were introduced under the administration of then leader Jean Pierre Boyer, this gave rise to a wave of black immigrants from the United States. Due to the relative isolation of Samaná from the rest of the Dominican Republic, these African American immigrants have been able to preserve their culture until today; with their own dialect of English based on the African American dialect of the nineteenth century, cuisine, Methodist religion, and different forms of folklore. The descendants of African Americans are known as Americanos de Samaná, or Samaná Americans. They also frequently refer to themselves as English people, in order to differentiate themselves from Spanish speaking Dominicans, however these days most of Samaná Americans are either bilingual or only speak Spanish.

Today in Haitian History - April 21, 1971 – Death of François Duvalier

Born April 14, 1907 in Port-au-Prince, François Duvalier was deeply affected by the political currents of his day. Like many Haitians of his generation, he was radicalized by the experience of the U.S. Marine Occupation of Haiti (1915-1935) and by the ideas embedded in Jean Prince-Mars’ Ainsi Parla l’Oncle. A passionate advocate of Noirisme, Duvalier found much support during the 1957 election within the army, the burgeoning black urban middle-class and Haitian peasants throughout the country. While he presented himself as healer of his nation, creating a personality cult around his person, his presidency was associated with unparalleled corruption, gross human rights violations (which included everything from forced disappearance, torture and rape) and a complete destruction of the Haitian civil society. Duvalier successfully took advantage of Cold War dynamics to assure outside support for his regime. Despite all this, his presidency is well-remembered in many circles for the appearance of normality and order in created. To this day, Haitians remain bitterly divided over his ultimate legacy.
