okay so in the mcu, the events of Avengers happens in 2012 and the events of Age of Ultron happen in 2015. Which means that even though Wanda may have joined HYDRA pre- the events of Avengers, she only acquires her powers in 2012 because HYDRA only gets their hands on the Spectre after the Battle of New York. consequently, she only has 3 years to hone her powers - therefore its impossible that she could’ve developed enough control over her powers to know exactly how they would fuck with Tony’s head (and the rest of the Avengers, but they’re an afterthought- her goal has always been Tony) unless she’d tested them out in the past

Wanda’s tested out her powers on human subjects and probably tortured and mindfucked a lot of people to the point of insanity before she perfected her abilities. Given her inability to control her powers in Lagos, I would even argue that she almost exclusively honed her powers to fuck with someone’s head because she obviously doesn’t have a good grip on her telekinesis. Which means that she spent 3 years developing the extremely dangerous ability of breaking into and moulding somebody’s mind, for the specific purpose of going after a man she mindlessly accused for her parents’ death - even though its been proven over and over again that Tony had nothing to do with the double-dealing. 

she is quite possibly one of the most reprehensible characters that the mcu has ever come out with
