Does cutting someone's tongue out really make them mute? I feel like you'd still be able to articulate yourself

While it wouldn’t prevent someone from making any sound that’s a part of speech, even a cursory examination of phonetics reveals that most forms of articulation require the tongue.

So that person would be able to make bilabial sounds (p, b, or m), laryngeal (h), and glottal and probably uvular sounds, but not labiodental (f or v), dental (th), alveolar (t, d, n, l), and postalveolar (sh, ch, zh, j) sounds, and depending on how far back the excision was, you might not be able to make palatal (y), velar (k, g, ng), or labiovelar sounds. And that’s just the consonants.

I'm an SLP. People without tongues would be able to approximate most sounds and produce intelligible speech. Look at YouTube videos of survivors of oral cancer or people with congenital aglossia.
