Garak is the one who realizes something is up and saves the day. This happens between Honor Among Theives and Change of Heart. Conveniently a few episodes before In the Pale Moonlight. This causes Sisko to believe even more that Garak can be trusted, which causes the twist of the knife to hurt that much more when absolutely nothing in that episode changes.
