Thinking about how in Get Smart ‘99 Loses Control’, 99 clearly says ‘Well, he’s been asking to marry me ever since he met me so I finally said yes’ which indicates that she probably didn’t want to get married & only did it so Victor would stop asking her or that he coerced her into agreeing, which is worse. Victor didn’t stop until she said yes, which is also not a great sign. This also indicates that she’s probably been to Santroman Island before, unless Victor was in D.C., though both would work. Also, why would Victor want to marry her so badly? Since he’s a KAOS agent, he probably knows that she is a Control agent, since we know they keep files on each other’s agents, before it’s brought up in the episode. 99 is a high ranking Control agent & works closely with the Chief so she would know a lot more than is shown in the series. But what does he get out of it if 99 leaves Control before they’re married? He should’ve let her keep working at Control then she would basically be a double agent without knowing it. Maybe she knew that so she resigned without telling him & the information she has on Control would keep KAOS going for a while, especially if she told them outdated information. By resigning, it also frees her up to potentially ‘work’ for KAOS but I imagine she would actually send the info she finds to Control, which would be helpful since it looks like that Victor is quite high up in KAOS. In various episodes, it appears that Control has less funding than KAOS & often outdated data so by providing this information, Control would get more funding (hopefully) & have more accurate data, reducing mission expenditure & increasing overall organisation efficiency & effectiveness.
Also, she would’ve told the Chief about this so chances are this is a whole undercover double agent mission like ‘Double Agent’ in season 1, except 99 is the double agent, rather than Max. We know Control has KAOS agents on file & that 99 has done a case similar to this before in the season 2 episode ‘The Only Way To Die’. The difference is that this new mission may have been lifelong until either she died, Victor died, or she is discovered.
