“The sage is devoted to non-action, moves without teaching, creates ten thousand things without instruction, lives but does not own, acts but does not presume, accomplishes without taking credit. When no credit is taken, accomplishment endures.”
— Laozi, Daodejing, Addiss & Lombardo tr. (Ch 2)
The question is not so much "Are there foreigners in my country?" but "Are there cosmopolitans in my country, cosmopolitans who act in complete indifference to my country, and all other countries?"

Everyone is born through the literal labor of their mother during the birthing process, and then raised by the nurturing of their parents (or other caretakers). No-one comes into the world or survives past infancy free of obligation.

Parents ought to have the right to decide whether to bring their children into the world or not, just as they have the right to conceive nor not. Parenthood should be elective and purposeful, not obligatory or punitive. Hence the next generation should be welcomed via charity and intent, not via entitlement.
“Every step and every movement of the multitude, even in what are termed enlightened ages, are made with equal blindness to the future; and nations stumble upon establishments, which are indeed the result of human action, but not the execution of any human design.”
— Adam Ferguson
