Does the no killing rule include suicide?

Like i have seen sooo many fics about one of the batkids being suicidal or commiting it, but never read one were one of them (like Dick who follows this rule to the T) have moral struggles over it because it would break THE rule.

Like imagine how messed up it is that the only thing preventing you from offing yourself is a rule that your father figure/mentor conditioned into you.
