Can multicoloured creatures be targeted by card effects that only specific one colour? For example: can red elemental blast destroy or counter a red blue card such as nivix cyclops?

As long as the card is the color is question, it doesn’t matter what other colors the card might be. Red Elemental Blast, for example, works on 5-Colored spells just as well as it work s on mono-Blue spells.
