Honestly, it's worse than "there needs to be a space CIA."

Because even without Section 31, the Federation still has Starfleet Security and Starfleet Intelligence. They still have police and spies. Those police and spies still have to make the hard choices; still might have to swim in morally murky waters, where there are no good choices, and it's just about finding the least bad choice.

But Starfleet Security and Starfleet Intelligence are accountable to people. They have oversite. When they make those hard choices, they have to write a report explaining them and justifying them, and if their justification is rejected, there are consequences.

Section 31 isn't "the people who operate in the gray area and make the hard choices." Section 31 are the people who do whatever the fuck they want, and tell themselves they're making the hard choices, but it's always other people who suffer for those choices.

And it is very significant that Section 31 was first introduced in DS9, because DS9 are the people who live in the grey area; the ones far away from paradise that things aren't always easy, and that sometimes have to make the hard choices.

And one of the themes DS9 plays with is that being the Federation doesn't automatically make you right. Assuming you're in the right because you're the good guys tends to lead to very bad things.

Over a year before Section 31 was introduced, there had already been a two-parter about how, if you give up all your values in the name of security, you're the bad guys. And then Section 31 is introduced in an episode where they look at a guy who is already a hero many times over, who has risked his life multiple times and saved countless lives, and who spent months in a brutal prison camp only last year, and decide to kidnap and psychologically torture him. They then get away with this.

They are not the good guys. They are not a "necessary evil." They are a continuation of the idea of people doing bad things and claiming it's for the greater good, and how that's a bad thing.

Because we have a word for a culture where everyone believes their the good guys and has a wonderful life, but it's only able to exist because of a group doing terrible things without oversite.

It's called a dystopia.

My personal conspiracy is that I think there's a negative correlation between good sci-fi shows and TV show budget. Quality of writing decreases as the budget increases because they start relying on fancy cgi and choreographed space fights to get people interested that they forget to write actual good science fiction. The ideal budget for science fiction is just high enough that they can have some cgi, but low enough that they have to use a Ti-84 calculator as a prop.

The scene in Criminal Minds S5 Ep8 Outfoxed where Prentiss and Hotch are in the prison and she realises she is once again being used in her capacity as a woman.

This one hits hard in particular because Emily never usually gives this extent of a shit that she's there to "trap" the bad guy. Sure, she's always slightly bothered, because, yeah, she is luring psychotic men with a big history of harming women; Even if she isn't in direct danger, there are the past women there that she has to carry in that moment. It's usually just an "Oh, this is gonna suck." [S4 Ep 9].

But this time she points it out. She has to use Hotch's reminder to look straight and confident, but even then, the usually unshakable Emily is visibly tense and jumps at the killer behind the glass. Aaron, for all his lack of a personality sometimes [sorry], takes in her 《Easy for you to say. He tore apart 14 women》, looking so guilty for using her for this.

Emily usually maintains a removed disgust at the killers towards their victims and conceals how disturbed she is by woman after woman that she has to pretend to be for these unsubs. She does this so well that when she gets to this level of jumpiness, it's so jarring and puts all the rest into perspective.

I know this has been touched on before, but the amount of times Emily's gender gets used for the job jand she's just unquestioning and okay with it without the team knowing that this is her background. To them she is just good at compartmentalising. I need to read more fics on this connection being made because I know they're there and they're great.

Lower Decks is fascinating in the way it discusses Starfleet. It has the unabashed love for Star Trek and the way Starfleet always does the right thing and plays with that constantly to great comedic effect, but it also is completely fine in calling out the psuedo militarism crap Star Trek has going on. Which is just.... fascinating. Most shows crank the dial one way or the other and just drift with it. Either trying to kind of ignore that it's a psuedo navy organization or lean into it being the One Good Military. But Lower Decks just spins that shit like a pinwheel in such a way that really blatantly calls out the militarism of Star Trek while at the same time appreciating how past shows have used those military aesthetics to tell complex and thought provoking stories.
