i'm a firm believer of minally being the definition of one fell first, the other fell harder
minho was gally's first friend in tfc, and they were also very young, so gally assumed his feelings were just what friendship was. minho, however, was too caught up on the world around him to even notice that his feelings towards different people varied more than "i like that person" and "i hate that person"
in the glade, minho had gally's heart in the first month of them knowing each other, but gally chose to just admire minho from a safe distance. after the changing, he started to feel that everything he felt for minho was one sided, building up some resentment at the world. then when thomas arrived and minho liked him instantly, gally felt complete jealousy and tried to shove and lock his feelings completely away in order to not be hurt.
minho, just like before, was too fixated on trying to actually survive things, such as the maze, and because him and gally argued so often then he just assumed he hated him. maybe a few things happened between them sexually, but nothing ever turned romantic. it was more so "blowing off steam"
in tst, we don't know about gally, but can infer that he was fighting for his life, but every time he couldn't breathe or was in pain, he automatically thought of minho. minho, on the other hand, spent his entire trek through the scorch grieving everyone he'd lost. maybe he found himself thinking of gally a bit more than everyone else, but he never sat down and thought about it for long.
the 6 months between tst and tdc is where things becoming interesting. gally is grieving minho, assuming wicked have killed him and everyone else. he knows he is in love still, and probably always will be despite everything. he just tries to keep moving forwards and keep minho's memory alive.
at the same time as this, minho is in wicked and because of what we see in tdc, he must have spent hours sat silently with his thoughts. what does this allow him to do?? actually look into his thoughts and feelings properly. and, sadly for him, it hits him one night. maybe a simulation with gally in it, maybe janson interrogating him about his guilt. but it hits him like a truck. he's still in love with gally.
in tdc, gally instantly helps thomas with finding minho, knowing that he might finally find a way to cure his mourning and the ache in his heart. when he sees minho again, it only fuels the fire inside of him more, because seeing minho in the flesh reminds him that everything he felt and feels is true.
minho, fresh with these new feelings, has to come to terms with gally being alive and "real", and even though the world around them is falling apart and he should be more focused on survival like he had been in both tfc, tmr and tst, he cannot help but keep falling further into his feelings.
safe haven gally prepared to wait as long as he needs to, as long as he gets to be around minho and maybe one day have him. safe haven minho struggling through so much mentally but having the courage to push it aside in order to favour his feelings towards gally, and he's so deeply in love with gally that he can't even imagine a world without him now.
