Complacency

August 29th will be the 10 year anniversary of hurricane Katrina, one of the most devastating hurricanes in US history, causing over 100 billion dollars of destruction and 1800+ deaths.  As we move further away from disasters like Katrina or Sandy, we all seem to grow more and more relaxed and overlook the depth of what impacts these storms have had on our communities. Over the years a growing number of public safety agencies have been moving away from satellite networks and relying strictly on cellular/radio systems for their emergency mobile communications. Cellular and radio networks provide reliable voice and data solutions when all is well, but those networks can become overloaded or even completely wiped out from storms, large gatherings or accidental/deliberate acts. According to the Federal Communication Commission’s “Independent Panel Reviewing the Impact of Hurricane Katrina on Communications Networks”: "The destruction to communications companies’ facilities in the region, and therefore to the services upon which citizens rely, was extraordinary. Hurricane Katrina knocked out more than three million customer phone lines in Alabama, Louisiana, and Mississippi. The wire line communications network sustained enormous damage—dozens of central offices and countless miles of outside plants were damaged or destroyed as a result of the hurricane or the subsequent flooding. Local wireless networks also sustained considerable damage—more than a thousand cell sites were knocked out of service by the hurricane. At the hurricane’s height, more than thirty-five Public Service Answering Points (PSAPs) were out of service, and some parishes in Louisiana remained without 911 or enhanced 911 (E911) service for weeks." The report goes on to say; "Satellite networks appeared to be the communications service least disrupted by the hurricane. Both fixed and mobile satellite system provided a functional, alternative communications path for those in the storm-ravaged region. Mobile satellite operators reported large increases in satellite traffic without any particular network/infrastructure issues. The Gulf Coast region deployed more than 20,000 satellite phones in the days following Katrina. Lack of user training and equipment preparation were the issues associated with satellite communication. Users observed that satellite data networks were more robust and had fewer difficulties in obtaining and maintaining communications with the satellite network than voice services." The expenditure for the hardware seems to be the main reason some agencies are forgoing satellite communications for mobile command centers, but with the availability of government grants or from private contributors, there are many available avenues to secure funding. Some smaller agencies could possibility pool available resources to maintain a mobile command unit those counties can share between them, as well as the availability of other lower cost solutions, when the pooling of resources is not an option. It is inevitable there will be some degree of network outage that will impact emergency communications in the future. The preparation for such an event is imperative, and satellite communications cannot be overlooked if we are going to be well equipped for such events.
