His hair is much more dynamic in the water.

He can turn his horse legs into fins or dismiss them entirely if he needs to swim faster

The tentacles in his hair are irukanji jellyfish that can sting independently.

The diamond tipped ones are used to grab things or wrap around arms when he's feeling particularly happy. Usually happens to his husbands/kids.

The webbing appears only when the water is deep enough to swim in or he relaxes to the point of his aquatic features appearing on land.
