This is entirely the point, though. Jonah never actually did anything. He sat back and watched everything happen. That was his entire purpose and the only thing he really wanted from the start. He couldn’t actually do anything because that would make him a part of it. The point of being a Watcher is to just let things happen. Using other people to get what he needed was all he could do. 

He got what he deserved because he got what he wanted. His only problem is he didn’t know what that really meant and honestly? Thats either karma or justice and its just great. I love him, but god its good to see him get what he deserves.
