I don't think the tags being public now is the reason everyone's silent, because I see fic writers ask for comments on ao3 all the time, and those have always been public, and yet hardly anyone leaves comments anymore. I think it's the consumption culture that got you silently scrolling, "consuming content" instead of engaging with art
