It's actually mostly on Glock. The Army set a number of key characteristics that their gun had to have, and Glock said "well that's stupid" (they were) and did less than half of them, and set their per-unit price something like $150 higher than SIG to boot. And they STILL took a narrow second, despite not meeting most of the judging criteria.

You're conflating the M9 and M17 trails. Glock didn't submit to the M9 because it would require such a significant redesign that they really couldn't do that early in their existence. For the M17 trials, glock did the redesign and performed best, but Sig met the standards and were cheap enough to automatically win the contract.

Interesting bit of news came up recently. Don't know all the particulars, but Xbox got a new head named Asha, who went over to Bethesda and asked them what the hell they were doing with Fallout. And Todd Howard basically said, oh, we've got 76. And she's like, yeah, that's not gonna cut it. She's given the Fallout IP to Obsidian currently, which means Bethesda has, except for Fallout 76, no contact with the Fallout IP currently. Josh Sawyer, Fallout New Vegas fame, is heading a new Fallout project at Obsidian. I don't know if it's gonna be New Vegas 2, probably not, but considering it's been a very long-ass time since we had a proper Fallout release, and Bethesda has basically been doing nothing with it except for the online 76 shit, and yeah, okay, the TV show as well, but the TV show fucked things up so much for two seasons, man. It looks like Bethesda doesn't have control over Fallout anymore. It might be a temporary thing, it might be a permanent thing, this might just be another one-off game from Obsidian, but I, for one, am very happy because Josh Sawyer understands what Fallout's really about, understands how to tell a really good story. Todd Howard never fucking got it. And Sawyer's team last time, in 18 months, created the best Fallout game of all time. Now that they're giving full creative support to them, and not a time limit, it's probably gonna be another three or four years before we see anything, but I'm hoping that it turns around the entire Fallout IP. I have full confidence in Josh, even though he's a socialist, he still gets it, he still understands it, and he still knows how to create a really good story.

Two things worth noting:

First, this game has been in development for some time. Obsidian announced it but never told us what it was. Apparently it was fallout enough for Asha to decide that Obsidian could slap a Fallout-colored coat of paint over top of it and it'd do fine. So it's already a decent chunk into the dev cycle, it's not like they just put pens to paper for the first time this week.

Second, Bethesda was actively hostile to Obsidian during the development of New Vegas, imposing artificial limitations and deadlines in an attempt to make it less wildly successful than their own in-house titles. The one that pops to mind was they introduced a limit of 10,000 voice lines for the base game and all expansions combined, which is why ED-E and Christine were mute, and why Lonesome Road was just Ulysses yapping at you and nobody else. There was no real logic behind this limit, it just was. So with these shackles removed on top of full Microsoft budgeting and support, this could be fantastic.

On the other hand, The Outer Worlds was already an independent Obsidian making a Fallout-stype RPG and it was... underwhelming.

The more you look at Outer Wilds, there's something in the back of your head wondering if it was Bethesda being actively hostile or trying to put actual limitations on "yeah thats a great idea Josh, but how about we make something that can actually be released in a reasonable time so we can make our money back instead of being a cash furnace?"

Chernobyl went off specifically because the Soviet government built it in the shoddiest manner possible. No other reactor meltdown has come anywhere near the same level of damage, because every other country that has ever built a reactor did it in a way that was not fucking retarded.
