I just realized I only know Holocaust and Black Manta, (technically i should know more of the milestone media villains since they're diverse, but each series really only had one memorable villain in their run [it was a lot more about the main characters and their supporting cast])

i'm not counting Waller even if she is one now (she's supposed to be morally grey!)

Ikr? Like maybe Tobias whale might be mentioned bc of the Black Lightning tv show? I can also only think of red cloud from the bendis superman run? But that’s about it?

Also yea I agree, I think of Waller as an antagonist but not a villain.
