I wonder if those tearror moths we see at the Lazaretto have ever been used as evidence in a court trial (or whatever the fold equivalent is). Yes, the moths can be seen as altering the mental state of the user, but the effects of that specific tearror go beyond a common psychedelic. We know that the moths can somehow link up to the fold itself, and considering the Mothers' experience in exactly what someone sees when inside that state (the hallway, the doors, the paintings, the exact amount of floors), one could theoretically perform and record accurate tests on the memories of an individual. Furthermore, the Mothers can see every part of the memory - it doesn't seem possible for a person to make up a memory in that state, but this hasn't been confirmed - and they keep those memories after the test has concluded.
If someone, hypothetically-speaking, were the only witness to a crime, that memory could be used as evidence. We don't know much about the Mothers, other than that they have an incredible connection to the fold; enough to let them see and experience someone's memories as if they were really there. The only other major character we know of as having an enhanced connection to the fold (I'm not counting Weepe, since he has actively been rejecting the power of the fold) is Lark, whom is best known for only trusting herself.
Perhaps that's the reason why Lark's divination magic has only ever worked for her own future: she's only ever cared about her future. Lark might be capable of everything we've seen the Mothers do, but she's never trusted anyone enough to use those powers to help.
Vague spoilery thoughts about the Lark bit (cause I obviously have a thing for morally questionable black women with white hair)
Given the revelations in Episode 4, it also could be her (or the Web itself) protecting her from what happens when folks are fickle about the results of divination.
Feeling so validated after predicting one of the twists in s3e4. There's nothing quite as gratifying as spending months of your life building conspiracy theories and overthinking the smallest details just for the story to say that you weren't crazy.
I had suspicions, but after "I budgeted for this" in s2e13, I've felt like this:
