Is it me or some final bosses are actually weaker compared to minor antagonists?

In my experience of Gungrave Overdose, I felt like Bunji Kugashira, Fangoram, and the Elevator Stage are harder than Garino Corsone's fight, because all Garino does is to be fast, thanks to my ability, I can make his movements in slow motion, I easily beat him with my simple bullets.

Even the less important enemies are stronger than him, not going to lie. Also when I get to use Juji Kabane, he was faster than Grave, the fact his skills makes the Elevator Stage more easier, due to my corrupted save files, I didn't get to finish his storyline, I was at Bunji's boss fight. I didn't get to play Rockabilly Redcadillac's storyline. The game is so niché that I only find Juji and Rockabilly's gameplay in Japanese.
