Yeah, I mean, the Fire Nation still hadn’t won their war after 100 goddam years. They took down a lot of isolated communities, sure, but Omashu? Ba Sing Se? The North Pole? They were stopped in their tracks by any actual concentration of power, even ones that didn’t match their technological advancements. What were their greatest achievements before the events of the series? Picking off a diaspora of monks vowed to pacifism even at the cost of their own lives? Subjugating South Pole tribes whose entire infrastructure was igloos? The Fire Nation was good at bullying the weak, but not much more than that. It’s just that conquering large swaths of land (with benders and opposing governments few and far between) looked really scary on paper, which intimidated all the other population centers into isolationism. As soon as water and earth joined forces under the avatar, they beat fire almost immediately. Aang’s legacy wasn’t toppling Ozai’s empire, it was bringing the people of the world closer together. Hence, Republic City.
