My working theory for Fionna and Cake is that Fionna's world is like a mindscape inside Simon's brain and when Simon got un-Ice Kinged and became a normal old timey dude again, the mindscape shifted to match that worldview and became the 90s themed city we see in the show. The characters still dream about the magical lives they used to have and yearn for it subconsciously but have to just cope with living in a boring normal world now, in a similar dissonance to how Simon is now a boring normal guy in a magical world. At the end of the second episode, Cake literally comes out of Simon's head, so. That's what I got
