Some of my friends think this kind of look-alike might be related to the stereotype in Japanese minds. It seems that we all know Capcom had the best taste in character model design among all game companies. It's easy to believe that back in the 90s, people were looking for the most popular, handsome American looks in all types of media. And one of the most influential media is the 80s films. The game designers definitely won't miss the tall, good-looking, blonde white male (and that military haircut energetic handsome boy in green maybe), then build them into the one world setting in America.
