There's a funny micropodcast called Monster in My Podcast that examined Monster Manual entries. One of the running gags is that one of the developers really overestimated the need for aquatic monsters. I think they started calling him Aquatic Allan at one point.

Yeah, just off the top of my head there are completely superfluous aquatic versions of the following monsters in D&D 3e alone and I'm probably forgetting some: hobgoblins, gargoyles, trolls, ogres, ghouls. These are in addition to all the monsters that are aquatic by default. They were sure people would just be itching to use aquatic hobgoblins.

To be completely fair, like two thirds of those are originally from Blackmoor (1975), the greater part of which is taken up by rules for running underwater adventures. Granted, why exactly Dave Arneson thought the second D&D supplement ever published should focus on aquatic campaigns is a fair question, so that just kicks the can down the road a bit, but there is some context for those goofy critters.

(Interestingly, that book was also the first published appearance of the assassin and monk classes, neither of which have anything to do with going underwater.)

And Prowl feeling like he can fight sea monsters with Jazz and even chase off reporters for him but that Prowl is in no way equipped to help him readjust to society.

Jazz is the one being kept in a giant aquarium for most of his life. Except! He doesn’t really give a fuck about locks and doors and cameras. Because he learned how to break them and as soon as aquarium closes for a night? He’s gone.

There’s a lot of way a merfolk can get fucked up in his situation. But also there’s a lot of COMPLETELY unnatural skills he can learn just because he lives in the human made environment. He can climb the stairs, he can jump and roll and swoosh around ON LAND really fast for someone who doesn’t even have fucking legs. So he basically dies of boredom during the day and then sneaks out to do whatever at night.

So when Prowl ends up being stuck with him for whatever plot reason he goes into cardiac arrest every five minutes because WHERE ARE YOU GOING??? Stop! We aren’t built for tha..I PROMISE YOU CANNOT CLIMB THAT WALLoh wait…you can??? Shit..FOR REAL?? No waiT DONT JUMP IF THERE’S NO WATER TO LAND IN??!!

But also. Jazz didn’t really have enough underwater space to swim. So between them Prowl is much better swimmer. And also better fighter when it comes to handling sea monsters.

However Jazz is pretty good at fighting humans~ On land. Ahahahahah. He can’t realistically outrun them but if he has a chance to get close? They’re cooked.
