My Own DC Universe, Phase One
Here is the Phase One for a DC Universe I would make if I was in charge of running one, made up of seven movies culminating in a Justice League movie at the end.
Wonder Woman - While in pursuit of terrorist Paula von Gunther, U.S. marine Steve Trevor washes up on the lost island of Themyscira, meeting and befriending Diana, princess of the Amazons living there. Green Arrow - Vigilante Oliver Queen finds himself captured by the government and forced to join Task Force X, a special team of criminals and outlaws tasked with infiltrating the enemy nation of Vlatava and taking out Count Vertigo, a Vlatavan noble plotting a chemical attack on the United States.
Main cast: Oliver Queen/Green Arrow, fellow Suicide Squad members Dinah Lance/Black Canary, Roy Harper/Speedy, Slade Wilson/Deathstroke, Floyd Lawton/Deadshot, Carrie Cutter/Cupid, and William Tockman/Clock King, Amanda Waller (the government agent overseeing the team), and Werner Zytle/Count Vertigo)
Martian Manhunter - A Martian warrior finds himself stranded on Earth after falling through a portal, only for the portal's inventor to die of a heart attack before he can return. Hunted by the United States government, the Martian joins forces with a former marine named John Stewart in order to find a way back home.

Billionaire Bruce Wayne brings together Princess Diana of Themyscira, Hal Jordan, Barry Allen, Arthur Curry, and J'onn J'onzz to help defend against them. As he researches the Kryptonians, he learns of a crash near Smallville, Kansas, twenty-five years before, leading him to discover a Kryptonian hiding out on Earth as a reporter.
Main cast: Bruce Wayne/Batman, Princess Diana/Wonder Woman, Hal Jordan/Green Lantern, Barry Allen/The Flash, Arthur Curry/Aquaman, J'onn J'onzz/Martian Manhunter, and Clark Kent/Superman (the team), Oliver Queen/Green Arrow, John Stewart (Also fought in the battles, Oliver turned down Bruce's invite), Kryptonians: General Zod, Faora, Ursa, Non, and Jax-Ur; Lois Lane, Jonathan Kent, and Martha Kent (secret-keepers for Clark), Amanda Waller, Iris West, others cameoing from previous movies.
And there we go. What do you think? I tried to work in a lot of standard major DC characters and give them all good origins from directions different from how we've seen them before. I also worked in Superman and Batman without giving them movies so that the others could have a chance to shine.
And now, for the Phase Two I would make, that mostly fills in movies for characters that appeared in Phase One, but didn't get a movie for themselves, rather than making sequels for the Phase One movies. This phase would be built around a Hawkworld invasion storyline, starting with:
Justice League 2 - The world enters an era of peace, safeguarded by the team of heroes that arose to protect it, until a strange alien starfish appears in the sky, releasing its children to conquer the minds of the people living below. The Justice League fight in vain, until a pair of alien warriors appear to fight alongside them.
Main cast: Clark Kent/Superman, Bruce Wayne/Batman, Princess Diana/Wonder Woman, Hal Jordan/Green Lantern, Barry Allen/The Flash, Arthur Curry/Aquaman, and J'onn J'onzz (the main League members), Katar Hol/Hawkman, Shayera Hol/Hawkwoman (the newcomer heroes from space), Oliver Queen, John Stewart, Dinah Lance, etc. (other possible heroes who could appear), and Starro the Conqueror.
Wonder Girl - Donna Troy, younger sister of Wonder Woman, dreams of following her sister off the island when she intercepts a distress signal from a school trip that crashlanded on a nearby island, an island controlled by the powerful witch, Circe.
Main cast: Donna Troy/Wonder Girl, Circe, Cassie Sandsmark and Vanessa Kapatelis (notable girls among the class), Helena Sandsmark and Julia Kapatelis (teachers and chaperones), Medusa, and Queen Hippolyta.
Batman & Batgirl - Returning home to Gotham from college, Barbara Gordon finds herself captured by an inventor named Jervis Tetch, who forces her to wear a mind control device. Batman comes to her rescue, but finds himself trapped in the Hatter's mind palace himself, where Barbara comes to learn the full history of Batman, the pair learning to work together in order to escape.
Main cast: Bruce Wayne/Batman, Barbara Gordon/Batgirl, Jervis Tetch/Mad Hatter, Jim Gordon (Barbara's father), Dick Grayson/Nightwing (Bruce's former protegee and Barbara's old boyfriend), Alfred Pennyworth (Bruce's butler), and numerous figures appearing in Bruce's memories (the Joker, Penguin, Riddler, Catwoman, Two-Face, Harley Quinn, and Jason Todd among them)
Teen Titans - Dick Grayson encounters a strange girl from outer space, only for her to be abducted by a strange group called HIVE. Main cast: Dick Grayson/Nightwing, Donna Troy/Wonder Girl, Wally West/Kid Flash, Roy Harper/Speedy, and Jackson Hyde/Aqualad (the main team), Koriand'r/Starfire, Victor Stone/Cyborg, Rachel Roth/Raven, and Garfield Logan (kids held by HIVE), the HIVE Queen, Doctor Light (a teacher for HIVE), and Psimon, Shimmer, Mammoth, Jinx, and Gizmo (kids loyal to HIVE).
Nightwing - When a famous actor goes missing, apparently attacked by a monster made of clay, Dick Grayson investigates, helped by a young kid who has worked out his identity and wants to be the new Robin, as well as a botanist working for a makeup company linked to the actor's disappearance.
Main cast: Dick Grayson/Nightwing, Tim Drake/Robin, Dr. Pamela Isley/Poison Ivy, Basil Karlo/Clayface, and Roman Sionis (the CEO of the makeup corporation).
Superman - Clark Kent investigates a crashed escape pod, only to discover a young girl named Kara inside with all the same powers as himself. Clark learns through Kara that an alien collector named Brainiac has a city full of Kryptonians contained on his ship, and he's coming to do the same to Metropolis.
Main cast: Clark Kent/Superman, Kara Zor-El/Supergirl, Brainiac, Lois Lane (Clark's girlfriend), Martha and Jonathan Kent (Clark's adoptive parents), Perry White and Jimmy Olsen (Clark's coworkers).
Hawkworld - Hawkman and Hawkwoman's race, the Thanagarians, arrive on Earth, warning of an oncoming invasion force and offering their aid. All is not as it seems, however, as the Thanagarians begin to enforce their increasingly tyrannical rule on the planet.
Main cast: Superman, Batman, Wonder Woman, Green Lantern, the Flash, Aquaman, Martian Manhunter, Green Arrow, John Stewart/Green Lantern, Black Canary, Batgirl, Supergirl, the Teen Titans (all heroes currently active), Katar Hol/Hawkman, Shayera Hol/Hawkwoman, Fel Andar (members of the Thanagarian forces), various other notable human characters. Also, if Plastic Man came around sometime during this phase, I'd be good with that.
And that is Phase Two. What do you think? The thought is to treat it more like two seasons of a show, with seven episodes per. If it were feasible to release the full phase within a year, like a season of a show, I would.
Next up, I'd like to take a step away from the Justice League for a while, and take the universe back in time about twenty-five years, set during a fictional war that will be standing in for World War II, since we're getting a bit too far away from that for that to still be the go-to war everyone gets involved in. We'll start with Doctor Fate.
Doctor Fate - A young sorcerer-in-training is given a final task to prove himself worthy of the Mask of Fate: Help a pair of politically opposed brothers learn to work together after they are empowered by a dark wizard with the power to take revenge for their father's murder.

Justice Society of America - As the war continues to escalate and spreads into Kahndaq, ten heroes find themselves crossing paths, piecing together a complex conspiracy with one man at the very center of it all: an immortal named Vandal Savage.
Main cast: Jay Garrick/Flash, Alan Scott/Green Lantern, Carter Hall/Hawkman, Shiera Saunders/Hawkgirl, Billy Batson/Captain Marvel, Ted Knight/Starman, Al Pratt/Atom, Rex Tyler/Hourman, Charles McNider/Doctor Mid-Nite, and Kent Nelson/Doctor Fate (the team), Vandal Savage (the main villain), Black Adam (ruler of Kahndaq, initially an ally to Savage before turning against him), other notable cameos from past movies, like Mary and Freddy, Ma Hunkel, Hawk and Dove, and so on.
Also just as a note, Terry Sloane's Mister Terrific would appear throughout all of these as a popular television personality, who would then appear to the hero team at the end, recruiting them all to form a team of protectors. The Phantom Stranger would also have small cameos throughout each movie as a detective with seemingly omnipotent knowledge who advises each hero at key moments.
And that is Phase Three. Or Phase One of a Justice Society series. Something like that. What do you think?
Now, let's go back to the modern day Justice League era for Phase Six, which almost acts as a sort of Phase Two for Phase One, made up mostly of sequels to that original set of movies.

And that is Phase Five. What do you think? How's the series going so far?
Now, for Phase Six, we'll return to the Justice Society timeline set twenty-five years in the past during a fictional war that is not World War II. We'll be setting up the Injustice Society this time, with the Wizard cropping up as a cameo throughout most of the movies, in a villainous Nick Fury-type role.

And that brings us to the end of Phase Six. What do you think so far?
As for Phase Seven, since we've had four Justice League-centered phases and two Justice Society-centered phases, I'd say it's time for a crossover between the two teams, so, most of this phase will be made up of some wibbly-wobbly timey-wimey stuff and other things setting up that conflict.

And that brings us to the end of Phase Nine. What do you think so far?
Before we begin phase ten proper, let me start with a little bit of trickery I'd be pulling if I were making such a universe. Somewhere in the course of all this, maybe around Phase Six, I'd have another director start making a teenage Clark Kent series, completely disconnected from this universe, or at least, so it would seem. This series would include:
Clark Kent - A young farm boy starts developing extraordinary powers upon his thirteenth birthday, while his friends and classmates find themselves preyed upon by an unknown attacker.
Main cast: Clark Kent, Jonathan and Martha Kent (Clark's parents), Lana Lang, Pete Ross, Leslie Willis, Chloe Sullivan, and Whitney Fordman (Clark's friends), and Winslow Schott/Toyman (the local toy store owner).
Clark Kent 2 - As Clark enters high school, he discovers a strange dog with the same powers as his own, while an alien monster lurks in Smallville, draining the life from its victims.
Main cast: Clark Kent, Krypto, Lois Lane (head of the school paper), Rudy Jones/Parasite (the former school janitor, transformed into a monster), Jonathan and Martha Kent (Clark's parents), Lana Lang, Pete Ross, Leslie Willis, and Chloe Sullivan (Clark's old friends).
Now, we are primed for Phase Ten, building up to the Crisis on Infinite Earths:
The Marvel Family 3 - Billy, Mary, and Freddy find themselves approaching adulthood, all the while a team of their former adversaries come together under the direction of a strange alien worm.
Billy Batson/Captain Marvel, Mary Batson/Mary Marvel, Freddy Freeman/Captain Marvel Jr., Mister Mind (the alien worm), Doctor Sivana, Ibac, Captain Nazi, and Mister Atom (his old villains), Black Adam (ruler of Kahndaq and former foe of Billy), Uncle Dudley and Tawky Tawny (returning characters), and Metron (a New God reaching out to Billy for help).
Green Lantern 4 - As Hal Jordan becomes increasingly more erratic, an ancient foe of the Green Lantern Corps emerges from the depths of space, seeking justice for the crimes of the Corps.
Main cast: Hal Jordan, Guy Gardner, John Stewart, Soranik Natu (the daughter of Sinestro hunted by the Manhunters), Sinestro (leader of the Sinestro Corps), the Manhunters (the Corps's predecessors), various Green Lantern members, the Guardians of the Universe, Carol Ferris/Star Sapphire, Atrocitus, Saint Walker, other returning characters.

Main cast: Clark Kent, Kara Zor-El/Supergirl, Kara Zor-Il/Power Girl, Lois Lane, Krypto, Jonathan and Martha Kent, Leslie Willis/Livewire (Clark's former friend, given electricity powers, who escapes into the multiverse), and Mr. Mxyzptlk.
The Crisis on Infinite Earths - All of our heroes are brought together in a desperate bid to save the multiverse from being entirely devoured by a being of pure anti-matter.
All members of the Justice League, the Justice Society, the Outsiders, the Seven Soldiers of Victory, the Suicide Squad, the Teen Titans, and the Secret Society of Supervillains that you can muster, plus alternate universe variants of several, including notable cameos like Kingdom Come Superman, the Batman Who Laughs, and so on, the Monitor, and the Anti-Monitor (the true villain).
And that, is the end of Phase Ten, and arguably, kind of a good stopping point of an era, sorta like Infinity War and Endgame. But don't worry, there's more still to come.
After the Crisis on Infinite Earths major event, we start a new era, kicking it off with a phase full of broad sweeping strokes that knock out a ton of our major players.
