Scar & The Watchers: A DDVAU Theory

So I was rereading the DDVAU, and I noticed something peculiar. Scar seems to very genuinely care for everyone he meets. I had assumed that now that we’re seeing his true colors, I would notice various hints and foreshadowing. But I didn’t. He seems to be doing a complete 180 in character. I don’t think that this is an oversight, given the note just a few chapters before
“The calm before the storm”
Clearly the mycelium attack was already planned out at this point, and likely much of the characters’ response after it. So why would he suddenly become so cruel?
I think that Scar, or at least Cub & the rest of the military, know something about the Watchers that we don’t
(I am assuming the mycelium attack is because of the Watchers due to these panels and some of the general Evo/Watcher imagery)
I also notice that, while HG clearly came into the hospital scene with the intent to manipulate/threaten Grian, such as opening the conversation with the “no one else will” line—
— he drastically increases the severity of his manipulation after Grian refuses to give him information.
Simply threatening Grian isn’t enough to get the information he needs. So he threatens Grian’s family in order to get him to talk.
My theory is that HG has dealt with the Watchers before, and knows that they are far more dangerous than Grian or Tango or anyone else there realized.
He is sacrificing Grian’s wellbeing to get more information about what’s happening, and to potentially protect more people in the long term.
Under this context, I believe the cookies are to try to reverse some of the damage he knows he’s done.
I also think he suspects that the Watchers are still, well, watching them. During the mycelium attack, we see the introduction of a ton of purple in the background. It is this same purple that surrounds the watchers, and this same purple that surrounds Grian even after the attack.
I believe that “in case you feel unsafe” isn’t referring to anti-mutant discrimination as it appears at first glance, but rather is referring to the Watchers. HG wants to be the first person on the scene if anything happens again.
