Well, it mostly depends on how you define ādictator.ā
Was the power centralized and not yanqui-style democratic? Sure, for many valid reason and it created a whole lot of improvement.
If you mean āone holding complete autocratic control or a person with unlimited governmental power,ā then heās not a dictator because, although he had a significant amount of authority over Cuba, his power was not entirely unlimited in practice. Castro still operated within the structure of the PCC, which while heavily influenced by him, still functioned as an institution with other officials and decision-making processes. Also his leadership was shaped by ideological commitments to Marxism-Leninism, alliances with countries like the Soviet Union, and internal political dynamics that placed some constraints on his actions. His actions were also MAJORLY supported by Cubans during the revolution. Creating a (as an American textbook might describe) āauthoritarian regimeā was a preventative measure taken to not be couped or sabotaged by the CIA. Prior to this form of government, America literally had the Platt amendment which allowed them governmental, political, and economical intervention in Cuba under dictator Batista. This allowed him to last because there was no way for an installed color-counterrevolution to occur or any internal sabotaging. Like how Allende was overthrown by Pinochet with American support.
While Castro was undeniably a dominant and long-serving leader, he didnāt have completely unlimited governmental power and thatās often an oversimplification of the more complex political system in which he governed.
