it happened in 2008 during the rock band live tour panic! co-headlined for. in that gif specifically, it was from september 29 when ryan and brendon, along with chris carrabba of Dashboard Confessional (the other man next to ryan), were celebrity judges for Rock Battle NYC. for some more context on that, here's a livejournal entry that crossposted panic!'s og post regarding it (https://patd.livejournal.com/2619555.html), along with a short IGN article (https://www.ign.com/articles/2008/09/15/rock-battle-nyc).
