In the official translation of the adventurer's bible p. 157, one word used to describe half-foots is "goblins". Since you translated the original japanese work, could you check? Since goblins are barely present in the manga (only referenced in chapter 2 and 9), maybe it is a general term (hence why we say forest goblins and not just goblin) for tiny people However, this might be a translation issue, as otherwise why would Chilchuck think of goblins and not "kins" or "half-foots" in chapter 9? Maybe goblin is a term they use for less recommendable half-foots? What do you think?
Even in the japanese version the word 'goblin' is specifically used in all cases, though yeah, Laios mentions 'forest' goblins in the second chapter, which may just imply there are different environments goblins can be found in.
All things considered though, I do think Goblins are real demi-human monsters, not just a rude term for Half foots. The way Laios and Marcille talk about them carries an implication that they've seen them before/at least know they actually exist, compared to Trolls which are more of a myth monster that Laios has only heard tales about. I'd assume that "Goblin" is a derogatory word for Half foots mainly just because of the prejudice against their race leading others to refer to them as though they were monsters/demi-humans, and goblins are short/have large ears/are apparently stealthy, so they're 'close enough' in other races eyes. As for why Chilchuck talks about them in chapter 9, I guess its because Goblins are probably intelligent/able to communicate to some degree, unlike say, Merfolk (since they do have clothes and tools). Laios himself says he figured that the contacts Senshi wanted to sell to would be Kobolds, not Orcs, so it seems like both he and Chilchuck just assumed Senshi was in contact with some kind of demi-human race to begin with.
