While it's clear that Nene is time-travelling, it's hard to say whether it's of her own power or not! The first instance, Ch. 22...
... we can simply just blame the doors for why she time-travelled. The only issue is that she ended up in a special, convenient time like July 1969, instead of something like 1974 or 1956. By this point Nene already saw the memories of Tsuchigomori's yorishiro, so maybe she subconsciously manipulated time in order to see Amane...?
... but it's possible it's just a coincidence. Next, we have 1969...
This time is a lot weirder than before, because it hasn't been fully explained yet! All we know is Nene got ran over by a cow, and then she's suddenly in the 1960s?! She went from a supernatural boundary, to Japan in 1964...
And of course, manages to meet AMANE, of all people. What are the odds of that...?!
It's worth mentioning that she was holding Hanako's hand when this happened, so maybe that connection somehow lead her to go back to the festival of Hanako's memories... but then you start to wonder, what about this specifically caused her to time travel?!
Was it the cow, was it the festival, was it Hanako, or was it... Nene herself...?!
As for the Shijima incident... in these scans and translation provided by the wonderful hanakokunofthetoilet, who you should totally check out, it seems that we can mostly blame this time travel event on Tsukasa. Nene just seems to be an unfortunate passenger, as opposed to influencing anything!
So in the end... I think that Nene having some secret time-travelling powers, or a special ability that allows her to connect to Hanako-kun's past, or... I dunno, something, is very likely! I'm eager to see what sort of secret power Nene is hiding...
If anyone has something to say about this, go ahead and say it! The time-travel mystery is one of the funnest in Hanako-kun, and I love hearing other's creative theories on it.
