Unprotected players who are under contract such as Müller, tabin, bilka and so forth can NOT be offered EFOs or FPOs. They can only be taken in the remaining spots at the end phase 2 for the foundational roster completion (filling the rosters out to get five players) and end of phase four (filling out each roster to get ten players after an additional.) teams may be gambling to leave their higher AAV contracts exposed in hopes expansion teams won’t have the money to take them after using EFOs and FPOs. That said..still a few names I’d take regardless of contract price
