instead of the Circus it's a city that the players are transported to for their adventures to save the "Magical City" from the evil villains threatening it! (of course they're just NPCs). all their adventures are more actiony bc they're meant to be a magical girl team fighting monsters even though Kyubey creates the monsters and the like

everyone kinda resembles their witch forms but humanoid. Madoka (newest member!) is a humanoid shadow, Homura is a nutcracker, Sayaka is a mermaid, Mami is a doll of some kind, Kyouko is... maybe like kind of like a centaur and a candle for a head? Bebe is their mascot and they initially all think she's an NPC and Madoka only realizes later to her horror that she's a player that can't talk forced to act out this role. maybe characters from the spinoffs as prior abstractions/witches?

imagine Kyubey's crashout after spending an entire story tryign to be as emotionless as it was in PMMM and then fucking "I'M GOING TO PUT YOU FREAKS IN YOUR PLACE!"
