Do I dare ramble about how The Flags only needed to hang out for a year with Chuuya, observe this hot tempered little orange cat & go "Yeah, that's our guy, he'll be an amazing successor to Port Mafia when he's older." Chuuya still cries for them, he cared so much about them...

What's crazier is the context; throughout cannibalism stage Chuuya is constantly devaluing his own worth despite being told by Kouyou there is a room FULL of boxes from subordinates putting their everything in support of Chuuya being the Port Mafia successor.

Chuuya can't accept it. He only thinks of himself as 'strong' and even points out to Mori that he'd want Dazai to succeed him.

My personal suspicion is Mori may think Chuuya isn't capable of being pragmatic enough and will always place himself on the front lines along side his subordinates, putting himself in danger, instead of leading from the back. It's not in Chuuya's nature, he always leads the charge.
