I'm deeply curious on the new translation but man this choice goes extremely hard. I love everything to do with the meta context of what this choice represents
It's not a choice directed at Shirou, it's a choice directed at you

Like okay, all choices in a VN are by definition meant for you as a player, as it is your primary way of interacting with the VN, but most choices fall into the category of "have you been paying attention" but this choice IMO is deeply personal. It makes the most sense as a choice when you view it from the lens of it being your final ability to fuck up in the game.
It comes at the very end of Heaven's Feel, after you've played through the Fate route and the UBW route. Shirou doesn't remember those routes, those paths, but you do. You remember all those times with Saber, you remember saving her from Caster, you remember the good end to UBW, you remember how she protected you time and time again. Shirou doesn't, but in this moment, it is the weight of your memories and heart being put on the scale.
Are you going to kill Saber? Saber, who has always been with you by your side? Saber, your Servant. Your protector. You're going to kill her? You aren't going to try and save her? For all the times she's saved you? You remember it all. You remember all the conversations. The truths she's shared. Surely, SURELY, Shirou would save her.
The game is pretty harsh to you if you fuck up this choice. Shirou's inability to do it is pretty much directly a parallel to your inability to move on, and to do what needs to be done. It is not just that Shirou is hesitating: you are letting your memories of Saber from the past prevent you from moving on. You holding onto your affection and memories of Saber is keeping you from completing the game.
You need to kill her.
And to that, you need to, on some level, kill your memories of Saber.
