Mondstadt might be a peaceful city but it sure is not crimeless. It's just that people usually do crime for chaotic good. I mean, their own archon forged THE Rex Lapis's signature to scare off human traffickers. His children are surely to follow in his footsteps.

I say this because I have no doubt that Lisa had... unsavoury methods to force Jean (and sometimes Kaeya) to go to sleep and rest. Her midnight tea talks always end with her friends asleep on the couch somehow, carefully tucked in.

Kaeya caught her once.

"Huh. Surely that's illegal,"

"Ah, but you won't report me, will you?"

Kaeya thought about it. And saw the eye bags under Jean's eyes.
