Pete's request to be buried in the Flow made me think about Charles Bryne, who was known as the 'Irish Giant' due to his imense hieght, and because of this ended up as an atraction (from what I remember) and how he requested to be buried at sea when he died to keep his body out of tge hands of scientists or circus ringleaders or anyone who would want his body for nefarious purposes.
And while his friends did initially comply with his request, people quickly went to retrieve his remains, and then he ended up displayed in a museum until a few years ago when people (rightly) caused a commotion over how inhumane it was.
I'm not saying Sam knew about this before asking Carlos to bury Pete in the Flow (many people have requested to be buried at sea), but it did make me think that if he had been, would people leave Pete's remains alone?
He was a sentient automaton, and I wouldn't be surprised if the gangs would find that interesting or want to take advantage of that and try and figure out what happened to him - probably to either weaponise it against the Porcelain Police or to make the Porcelain Police loyal to them.
If Pete had been buried this way, there's a chance he still wouldn't have been free, which is heartbreaking because it's what he wanted.
So I guess that fact he ended up dying the way he did is a good thing because now no one can take advantage of him in death - mainly because there's nothing to take advantage of anymore.
This was the best way Pete could find peace.
