Download signal if you haven't already. Pick a resistance pseudonym. Make a proton email that has no indicators to your real name. Start buying and printing whistles and whistle zines.
Organize your school patrols and foot patrols NOW. Talk to your community and your mercados and your Hmong and Somali grocery stores, ask them what support they need. Get "ICE are not welcome here" signage for businesses and homes. Familiarize yourself with the difference between an administrative warrant and a judicial warrant.
Learn how to take down a SALUTE report. PRACTICE salute reports. Learn, memorize, and embody radio etiquette for rapid response work.
Pick your lane: rapid response or mutual aid-- you can't do both, because rapid response often puts you in direct contact with ICE. They've been taking down plate numbers and leading responders back to their own homes here in the Twin Cities.
Remember that being under siege is a marathon, not a race. Try to remember that while your neighbors are being kidnapped in their underwear, from their own homes.
Meet your neighbors. Attend your city council meetings and demand separation ordinances NOW. Tell your congress people and representatives not to give ICE more money.
Prepare yourself to see high school children being stopped and harassed. 5 year olds being used as bait for their mothers. Old men being dragged out of their houses in underwear and Crocs simply because all of them are not white.
Be flexible, be ready to pivot on a dime as situations change. Be ready to be paranoid. Be ready to be distrusting of every Texas, New York, California, or Illinois license plate. Be ready to be suspicious of EVERY out of state license plate. Dark sedans and SUVs with extremely illegally tinted windows. Unreadable or missing plates.
No one will save you, save us, or save our neighbors but ourselves. No one is coming to help or protect us but us.

I canât guarantee that everyone actually does have the right to have utilities connected as long as the plumbing, wiring, lines, etc. work, but I was more trying to get a feel for winter tips.

I need this study
It looks like it's Anarchist Direct Actions: A Challenge for Law Enforcement. It was published in 2004
It's worth pointing out that cops in the US adapted to these problems through using grand juries to cast wide nets and do punitive fishing expeditions in the wake of any serious suspected left-wing actions.
Here's how it works:
Someone starts a fire at an army draft office.
The cops look through their files for anyone who might be in the political orbit of someone who'd want to do that. People picked up at protests, for drug charges, vandalism, anyone who is already on their radar. They look into their known associates, anyone they live with, anyone they drink with.
Then they start subpoenaing these people for a grand jury summons. They give you immunity (but only for the matter of the grand jury!) so that you can't exercise the fifth amendment against self incrimination. If you say nothing, they can imprison you almost indefinitely for contempt of court. If they catch you in a lie, that's criminal perjury.
They'll ask you for information on everyone you know. Obviously they'll ask about their involvement in any crimes, but they're casting a wide net. Who knows who, where do they hang out, who talked to who about what and when. They'll ask you to spill interpersonal stuff, whether anyone is cheating on someone, whether people have substance abuse problems or embarrassing personal issues, if anyone is closeted, anything they consider dirt. Anyone you name is gonna get subpoenaed and they'll be asked for all this information on everyone they know, including you, and although you have immunity from your own testimony, you don't get immunity from each others.
Assuming you didn't personally do anything they can prosecute you for in the matter of the grand jury, they'll go after you based on what they know. The cops will arrest you on any little thing they have suspicion of, even if they know they can't prosecute you, just so that they can keep you in jail for a few days while you miss two shifts at work and your friends have to scramble to raise bail. They'll leak any embarrassing info that comes out, to your boss or your family or even the local press. Whatever they can do to make your life a little harder.
They will lean fucking hard on anyone who is involved in the scene but had second thoughts or felt like they were dragged into something they never wanted to do in the first place by their friends. The cops will say 'do you want to get your life ruined by people who did something stupid over something you barely even believe in' and sometimes that's a very compelling argument! If people have dependents or kids who they think won't be looked after if they go to prison, there's a lot of pressure to cooperate.
It's important to note two things:
1) Based on the ratio of actual prison sentences to maximum possible sentences for the charges, it's better for people not to cooperate with the jury both individually and as a group. People who talk still get sentenced, with the information they helped provide.
2) These aren't surgical strikes, they're an artillery barrage designed to destroy infrastructure and send people running for cover. Cops don't want you to have friends, they don't want you to hang out and have fun, they don't want you getting or providing food or shelter through anything you can't get fired from. They don't want committed direct-action people swimming freely through a sea of friendly people. They're not scared of the flower, they're scared of the soil that grows it.

In the spirit of encouraging resistance to the fascist upsurge, Heckle presents eyewitness testimony from a comrade of ours, Joe, who took part in the anti-fascist counter-demonstration in Bristol on Saturday 3rd of August. By their quick thinking and tenacious courage, Joe and his comrades blocked a horde of fascists from breaking into a hotel housing asylum seekers and committing a pogrom. The thing that made all of us feel really strongly that we absolutely had to hold the line was that when we got to the hotel, we could see, looking out of the windows, families of asylum seekers and refugees, including weans, kids, looking out. And we were trying to chant things at them like âyouâre welcome hereâ, âwe love you and weâre here to support youâ. And then it sort of dawned on me after all the violence had died down that a lot of those kids would probably have seen what happened with the fascists charging at the hotel and I just canât even imagine how scared they would have been, itâs⊠It doesnât really bear thinking about, about what would have happened if we hadnât been there, and there were no police, and the fascists had been able to get into the- I donât really want to think about what would have happened if the fascists had been able to get into the hotel.
If you are in the UK and are at all able to go, or get together some friends and get to one of the counter-demos across the UK tomorrow (august 7), please do so! There will be many others there, and we've seen over and over there is safety in numbers. We can't depend on the cops, we have to defend our communities ourselves!

So disclaimer, I am not sure what you think when you think of Black Anarchist because I am definitely not that person as I think I am more Anarchist than Anarkata. I mean I am definitely pro-punching the police, illegalism, burning down institutions of capital and oppression, prison riots, rioting in general, and all of that crusty white anarchist shit knowing that the police will gladly crucify my black ass. I read Bakunin even though he was an anti-semite, and David Graeber. I am a Black Anarchist who acts like he got the privilege of a white one. Somewhat on the vibe of "your glorious revolution doesn't exist," I want to talk to you all, especially the young folks, about effective anarchism.
Spoiler alert, it's not blowing stuff up or arson.
I am considered the most anarchical person of all among my friends. Granted, most of my experience has been wreaking anarchy against the systems present in my high school and college, but the principles are the same.
Practical anarchy is not the big, flashy, romanticizable thing people online make it out to be. It's more about the long haul - digging in your teeth and just being a menace that no one can really get rid of.
Everyone's "Why vote when you can firebomb a Walmart" posts (that they don't follow through on) are just not pratical because this is a surveillance society. With CCTV and DNA testing and cell phone cameras and GPS tracking, if you do something big like that, you are GOING to be caught; then that is the end of your anarchical career. And, keep in mind that you might get caught while you're setting up this big event - it's a crime to blow up a Walmart and also a crime to conspire to blow up a Walmart, so your career in anarchy might end before it begins, and then you are permanently out of the game. No matter what causes you were working for that inspired you to do something big and violent that you thought would get someone's attention, you now can't help at all ever again in your entire life. What you did will be a passing headline on the news, and then everything will go back to exactly what it was because big, acute actions can't compare in effectiveness to small, constant actions (just being a thorn in the side of the system, poking and poking, but unable to be dislodged).
This is just the practical side of it too: think about the risk of hurting innocents if you really advocate for doing things like that. You think blowing up a Walmart would really make a dent in that big of a corporation? But if you intentionally or unintentionally kill a bunch of Walmart shoppers, that's going to devastate families that had nothing to do with whatever your cause is.
So all that big talk about violence and destruction: not practical, not effective, not ethical.
The only way I've started to change oppressive systems around me is by justing chipping away from within the confines of the rules of these systems, and/or only stepping just outside them (never breaking rules in a big way that could have allowed said system to easily and "justifiably" get rid of me).
So if you're going to be an anarchist, you need to consider:
Having the longest career in anarchism possible (i.e. being careful enough and judicious with your actions so that you don't get expelled from the system you wish to fight).
And then for any given anarchical plan:

I'll give you an example. I had serious beef with the culture of my college's science department. Students were constantly overworked, and if they expressed their misery outloud or reached out to any of their professors about their struggles, they got apathetic responses if not direct insults to their abilities or dedication. I had too many similar disparaging interactions with professors in one week, and I realized a lot of the responses I was getting were just the result of professors not really knowing how they sounded when they said certain things to students (ex: If someone says they're struggling with a course, don't IMMEDIATELY respond with "change your major," - you can give that as an option, but if you make it your first suggestion, the implication to the student is that if they're having any trouble with the course, they're not good enough for the program).
So I wrote up a flier of examples of good and bad ways to respond to students having anxiety with explanations and distributed it to every professor in the department. Everyone who knew about this perceived it as a great personal risk - that I would get in some kind of unspecified trouble or piss off an important professor, so before embarking on this project, I considered...
Potential consequences: I couldn't really think of any specific college or department rules I could be violating. People postered and handed out fliers in the department all the time. What I was doing fell pretty clearly under freedom of speech. I just shoved the fliers under professors' doors, so I didn't trespass in anyone's office. Worst I could think is that individual professors would get mad at me and make my life difficult, or I'd simply be told to stop fliering in the department.
Insurance: Just in case there were any consequences that I didn't think of and to insure me against the ones I had thought of, I didn't put my name on the flier. It was typed in Word, something everyone had access to. I came in to do it after professors had all left for the day but before I needed to use my ID to get into the building (no electronic record of me being there). I took the elevator to the first floor offices because the stairs require ID swipe after 5pm, but the elevators do not. I found out the building had no cameras by asking about it on the grounds that something of mine had been stolen a few weeks prior. I shoved the flier under the doors of dark offices and left it outside offices with lights on (so that no one would come out and spot me). And here's one of the most important pieces of insurance: I put up a few of the fliers on public bulletin boards in the building. This was important so that if I slipped up and said something that conveyed that I had knowledge of the content of the flier, I would have an excuse for that, i.e., I read it on the bulletin board before class this morning.
And then I did the thing. And surprisingly, it was incredibly well-received by professors. A few who knew that the flier must have been mine (because of previous, similar anarchical actions rumored to be associated with me) told me that everyone was RELIEVED that they finally had an instruction manual from the student perspective on what the hell they're supposed to say when one of their students is panicking. It sparked a real change in the vibe of the department and student experience. Had it instead pissed people off, I would have simply said I could not claim authorship of the flier but had read it and thought it contained good ideas then gone on creating more anarchy while angry people grasped at the zero straws I had left them to pin the action on me.
That's an example of a single action I took that was part of a much longer (~3 years) campaign of mine to change the culture of my department. Everytime I did something in that campaign, I made that consequences vs. insurance calculation to make sure they couldn't expell me from the program, the department, or the school before I succeeded.
This is great activism.
Also, the part where it basically got well-received and people were glad they could improve? Surprisingly common.
