Sebastian is a manifestation of a power fantasy, plain and simple

He's the most obvious choice for Ciel to pursue intimacy with, should he so desire, (and they already have an astounding amount of intimacy canonically) because he formed Sebastian into someone he can trust, tbh I don't think Ciel thinks he's going to live very long due to their contract, Sebastian is the only person Ciel isn't living a lie with (and vice versa), and Ciel also doesn't even see himself as a child.
