I’ve recently been reading some sailor moon fanfiction, and as a result thinking about sailor moon. I’ve been thinking about two related things about it, one of which is also the case in Power Rangers and the other in Miraculous Ladybug.

So, in Sailor Moon, the villains (or at least the first set of villains - I haven’t watched enough of the show to see if it continues to apply to later villains) are based in the Arctic, and have divisions for the Far East, North America, Europe and the Middle East, implying that they operate through most of the northern hemisphere, but the heroes’ strategy for locating them seems, from what we see, to be based mainly on being in the right place at the right time. This is, obviously, ridiculous. Power Rangers is similar in that the villains are attempting to take over the world but we only see them operating in one town, and Miraculous in that the heroes seem to rely exclusively on being in the right place at the right time.

Possible explanations for why a series with a global (or semi-global) villain would only show them operating in a small area:

- The villains are focusing all their attacks on the area where the heroes are based. This is the most common headcanon I’ve seen. It makes some amount of sense for Power Rangers, where the Rangers could probably respond to attacks anywhere in the world and the villains may be focusing on eliminating them, but is clearly not the case in Sailor Moon, since the villains are stated to have divisions in other areas of the world and it would mean they were gathering all their energy in the one place where their plans ever failed.

- The villains are winning unopposed throughout most of the world. What we see is just the small area that the heroes have managed to protect. This is canon in Power Rangers RPM, but may be the case in other series as well.

- The heroes operate globally. We just only see the stuff they do near their home because the writers want to focus on the things which are of personal relevance to the heroes.

- The heroes are just one of a vast number of local superhero groups, each of which protects their own local area from the same villains.

Possible explanations for heroes who rely on being in the right place at the right time:

- The villains are just that unlucky when it comes to picking targets.

- The heroes are always in the right place at the right time. It’s one of their superpowers.

- The heroes have some means of locating the villains operations that we never see.

- Most of the villains attacks don’t get dealt with until they reach the news, but the show only shows the exceptions

- The heroes are failing. Most of the villains operations go unopposed because the heroes never find them. We just see the few that they manage to stop.

Slightly lifting up his jacket, he slide the knife down behind the belt that would keep it in place before straightening it. When he was satisfied, he left the safety of the shadows and started walking. Cole already knew where the witch was going. Humans and their silly routines, right? 

He watched her enter the shop, deliberately not following her as the shop might be under some sort of spell that would immediately give him away. And he couldn’t risk messing up. The time the witch spent inside made him wonder why their would be a link to the Halliwells. Was it really to much to ask to be free from them? And not dead?

 Eventually the witch left the shop and Cole crossed the street, walking behind her before catching up on her and stabbing her in the back, fatally wounding her. As he was ready to part, he swore he heard her call out for the woman...
