Stingray is a technology that is part of a massive architecture of surveillance through which police departments gather large amounts of information, much of which is on a person's daily lived experience. Stingrays track cell phones by mimicking service providers’ cell towers and send out powerful signals that cause nearby phones to send their locations and identifying information. When the public has tried to exercise any sort of scrutiny, they are rejected. Also "gag orders" have been placed on law enforcement by companies that prohibit them to speak, and agree/disagree with even the mere existence of technologies.
Such practices and claims of exemption from scrutiny not only maintain total secrecy but prevent the public from fully understanding the impact, scale, and scope of such programs. Other tools of surveillance include automatic license plate readers, trapwire, high definition cameras and drones. Given the overlap of counter-terrorism, police departments claim national security exceptions to prevent the community from obtaining data regarding the impact of these programs, their major beneficiaries, and their expansive scale. This is unacceptable. People of Los Angeles have been bringing
this to the police commission’s attention but they continue to dismiss community concerns and give LAPD a free pass to violate our basic human and civil rights. Join the fight to expose and confront the Los Angeles Board of Police Commissioners.
LAPD Inspector General Denies Evidence of Racial Profiling in the Latest SAR Audit Police Commission Dismisses Community Concerns - Takes No Action
On Tuesday January 27th, 2015 the LAPD Office of Inspector General released the 2014 audit of the LAPD Suspicious Activity Reporting (SAR) program. The audit revealed overwhelming racial profiling of Black communities in Los Angeles and showed majority of SARs reported by community informants. Here are some of the numbers:
In the race/ethnicity/gender data of the total SARs sent to Fusion Center, 30% were identified as Black, In the gender count Black women were 50% of total women listed, 81% of the total SARs were initiated by community informants.
The audit shows disproportionately high numbers of SARs filed on Los Angeles’ Black communities who make less than 10% of the city’s population, meaning that blacks are racially profiled by the SAR program at a rate 3 times higher than other communities while black women accounted for 50% of SARs filed on women, a 5 to 1 ratio. Yet the Inspector General flat out rejected and denied “any evidence of racial profiling (please scroll down toward the end of this document for IG’s comments).”
The coalition held a press conference on Tuesday prior to the Police Commission meeting exposing the inherent racism and demanding an end of the SAR program. Later, over 17 Coalition members spoke at the commission meeting, each calling for an end to the SAR program. The Police Commission rubber stamped this audit without taking any further action.
Even the previous LAPD Inspector General audit released in March 2013 of LAPD SAR program revealed that out of a four month sample of race/descent data, over 82% of SARs were filed on individuals identified as non-white. The largest number of SARs were filed on Blacks.
The SAR program defines suspicious activity as “observed behavior reasonably indicative of pre-operational planning of terrorism or other criminal activity.” These highly vague concepts of “behavioral surveillance” and “reasonable indication” create a speculative standard of suspicion, enabling police officers to base their stops and the first point of contact on hunches and stereotypes which raises additional concerns regarding increased profiling and high potential for violence and hyper-reactiveness as witnessed in several recent murders of innocent individuals by law enforcement. This is state sanctioned racial profiling and a license to kill!
The LAPD SAR iWATCH program, with the tagline “See Something, Say Something” actively recruits community informants fostering a culture of suspicion and fear, reinforcing social biases, and racial, ethnic and religious profiling. In fact 81% of SARs in the 2014 audit were initiated by community informants. This is state sanctioned bigotry and prejudice!
This cannot continue. We demand:
AN IMMEDIATE END TO THE LAPD SUSPICIOUS ACTIVITY REPORTING PROGRAM. RESCIND AND EXPUNGE SPECIAL ORDERS 11, 1 AND 17. TERMINATE THE iWATCH PROGRAM. HOLD PUBLIC HEARINGS AND INVESTIGATE OUR HUMAN AND CIVIL RIGHTS VIOLATIONS RESULTING FROM THESE PROGRAMS. SHUT DOWN AND DEFUND FUSION CENTERS

Bamby is the Project Coordinator for the Transgender Harm Reduction Project with Childrens Hospital Los Angeles, and previously was the Program Manager for the Transgeneros Unidas Program with Bienestar Human Services in Southern California.
She serves in various local and national planning groups and serves as an advisor to national organizations and the Los Angeles Sheriff’s Department addressing issues specifically about incarcerated transgender individuals.
Bamby also advocates at the national level about issues related to transgender-identified individuals of color such as HIV prevention, economic and professional development, and equal opportunities for the Latina transgender who reside in the U.S.
She’s received several awards; Connor Norman Leadership Award from Christopher Street West, LA Pride, the Sheila Keuhl Trail Blazer award from the Stonewall Democratic Club, the Community Hero from ALIANZA the Latino Caucus on HIV/ AIDS and the Icon award from Trans Unity pride. She was invited to the white house to participate on a panel on National Women and Girls HIV/ AIDS awareness day.

Email obtained by The Intercept shows bureau discussion of Mall of America protest and an informant who relayed plans.
“Clearly it’s inappropriate to be using the Joint Terrorist Task Force to monitor activists [and] the use of a CHS seems extremely inappropriate,” said Michael German, a fellow at New York University’s Brennan Center for Justice and former special agent with the FBI. “The fact that they’re spending resources in this manner reflects poor leadership and is something that they should really take a hard look at.”
Did a homeless man really have this rookies gun? Were the officers' lives ever at risk? Or, did these officers gun down a man in cold blood over a rookie's fearful mistake?
The LAPD would like the public to believe that Africa supposedly maintained his composure and bypassed the hood guard on the officer’s pistol. After somehow bypassing the guard, he was then able to push down the hood and slide it forward. After this, he then was able to pull the slide back, and jam a round in the chamber, while laying on his back, fighting for his life, with tens of thousands of volts pumping through his body, while multiple officers beat him with batons.
This “preventive policing” tactic is not innovative - it’s offensive
