Official answer: Wheeljack accidentally caused an experiment accident which forced Starscream stucked in the human holographic projection. When trying to solve it, he accidentally touched other experimental equipment, which caused himself to be locked in the deformed form. The two maches had to maintain this state for a while until Windblade and others found a solution
